Sayyid
Qutb was influenced in his doctrine of
jaahiliyyah by a French philosopher called
Alexis Carrel and he took the doctrine of
Haakimiyyah from Abu A'laa
Mawdudi and he took his
Revolutionary Ideology from the manifestos of secular atheist Jews such as Vladimir Lenin.
Sayyid Qutb was the brain behind the Leninist-style revolution of July 1952 in which he and the Free Officers, amongst which was Jamal Abdul-Nasser, snatched power. This Leninist revolution was actually planned in the house of
Sayyid Qutb.
Qutb then propounded these doctrines in his books, making
Takfir of all Muslim socieities and calling, rather, screaming for destructive Marxist and Leninist type revolutions in all Muslim lands (see

here). Key to this is presenting the idea that
aqidah is
Haakimiyyah and
Haakimiyyah is
aqidah and that the meaning of the kalimah is "
there is no Haakimiyyah except for Allaah", and claiming this is the all-comprehensive meaning of the kalimah to which everything else returns. And the Scholars refuted this exaggeration and
Extremism and ignorance, just as they refuted those people who tried to bring these doctrines into the ranks of Ahl us-Sunnah by innovating a fourth category of Tawheed (see

here), and propagandizing for the books and doctrines of
Sayyid Qutb (
see here).
Does aqidah Come First or al-Haakimiyyah
The following is a text of a fatwa concerning what takes greater priority (no 17763):
س : هل العقيدة أولا أم الحاكمية ؟
ج : أول ما يجب على المسلم معرفة العقيدة الصحيحة والتمسك بها ، قال الله -تعالى- : فَاعْلَمْ أَنَّهُ لاَ إِلَهَ إِلاَّ اللَّهُ وَاسْتَغْفِرْ لِذَنْبِكَ وَلِلْمُؤْمِنِينَ وَالْمُؤْمِنَاتِ [محمد : 19]، ولذلك كان الرسل -عليهم الصلاة والسلام- أول ما يبدؤون في دعوة الناس إلى العقيدة الصحيحة ، وهي عبادة الله وحده لا شريك له ، كما قال الله -تعالى- : وَلَقَدْ بَعَثْنَا فِي كُلِّ أُمَّةٍ رَسُولاً أَنِ اُعْبُدُوا اللَّهَ وَاجْتَنِبُوا الطَّاغُوتَ [النحل : 36]. والحاكمية جزء من العقيدة ، وليست هي العقيدة وحدها .

Question: Does aqidah come first or haakimiyyah?
Answer: The first of what is obligatory upon a Muslim is to have knowledge of the correct aqidah and hold fast to it. Allaah the Most High, said, "Know therefore, that none has the right to be worshipped alone except Allaah, and seek forgiveness for your sin, and for the believing men and women" (Muhammad 47:19), and for this reason the first of what the Messengers (alayhim as-salaatu was-salaam) used to begin with in calling the people [was] to the correct aqidah, which is the worship of Allaah alone, without any partners, just as Allaah, the Most High said, "And we have indeed sent to every nation a Messenger [proclaiming] 'Worship Allaah alone and avoid false deities'." (Nahl 16: 36). And al-Haakimiyyah is a part of the aqidah, and it is not [the whole] of aqidah alone.
And in Allaah lies success, and may the prayers and salutations be upon our Prophet Muhammad, his family and companions.

The da'wah of the Qutbiyyah is based upon the premise that Tawhid is primarily Haakimiyyah. With this foundation, their walaa and baraa is based entirely around whether a person agrees or disagrees with their Takfir of all rulers, governments, societies and states and calling for Leninist type revolutions. All of this proves their gross ignorance of the rules and laws of Allaah with respect to His creation, and they are the furthest away from rectification. Their methodologies bring nothing but destruction and are an indication of their evil mannerisms towards Allaah, since vicegerency upon the earth is something that is granted and bestowed by Allaah, not something that can be "snatched" by the people. And if the Muslims are ruled by rulers with "the hearts of devils in the bodies of men", that's because the nature of those whom they rule over isn't too different - and the great Scholars of Islaam, such as Ibn al-Qayyim have indicated this meaning in words that should be written in gold - however it's hard to get this divine wisdom to sink into hearts which have been poisoned and taken in by the manifestos of secular atheist Jews, and for the sake of which they spent two decades attacking the Scholars of Ahl us-Sunnah and their followers.
